Pursuant to the representatives of the Military Property Agency, the source of the conflict is the procedure, currently pending before the Regional Administrative Court, to declare invalidity of the expropriation decision on the basis of which the ownership right to the property was transferred to the State Treasury. The Agency claims that the procedure prevents it from selling the flats. Ms. Starczewska presented an objective opinion and explained the steps that needed to be taken by the residents and the legal findings that need to be made for the case to move forward.
